Enterprises (ASME), D&B Singapore signed a memorandum
of understanding on 16 October 2004 to
establish the Republic's first SME Credit Bureau
(Contributor), a web-based platform specifically designed to
enhance your risk management capabilities.
An
all-in-one credit assessment portal, access to various tiers
of information on commercial entities incorporated in
Singapore is now effortless. Simply with a click of the
button, you can now retrieve your required information 24
hours a day, 7 days a week, at any PC, in your office or
anywhere in the world.
Be it basic business registry
information, litigation searches or detailed accounts on
corporate payment patterns through our commercial inquiry
reports, you can now have it all through the SME Credit Bureau
(Contributor). Take a step further by topping up the
information with our New Credit Risk Index (NCRI) as well as
our Payment Index (PI). Proprietary to Dun & Bradstreet
Singapore, these indices have been formulated through a
tried-and-tested scientific approach. With the NCRI and the
PI, credit evaluation has never been more objective before.

What is the SME Credit Bureau
(Contributor)? The SME
Credit Bureau (Contributor) is a repository of credit
information. It is an online platform that allows members to
share payment information - payment promptness and delinquent
payment behavior.
The SME Credit Bureau (Contributor)
is a collaborative effort between D&B Singapore and the
Association of Small and Medium Enterprises (ASME). It was
launched on the 21st of March 2005 by Dr Vivian Balakrishnan,
Minister for Community Development, Youth & Sports and
Second Minster for Trade & Industry.
The SME Credit Bureau (Contributor)
is based on a similar concept as, and infrastructure of,
Credit Bureau (Contributor) Singapore (Bank's Credit Bureau)
as well as CreditScan Consumer (Non Bank's Credit Bureau for
Consumer Credit).

Objectives of SME Credit Bureau
(Contributor) The SME
Credit Bureau (Contributor) serves to create a higher level of
credit transparency in the local business arena by sharing
information on payment behavior, associated with trade credit
and credit facilities, of borrowers. Members now have more
relevant and updated information for their use in their risk
management process and, in turn, are able to make sensible
business decisions and manage their credit risk better.
Moreover, SME Credit Bureau (Contributor) also plays the role
of helping companies to perform self-evaluation and gauge
their own credit standing.

Availability & Access The SME Credit Bureau (Contributor) is a
secured system that is available online 24/7. Members will be
assigned a unique User ID and Password for log on anywhere in
the world.

Source of Information The SME Credit Bureau (Contributor)
collates, stores and shares payment data (debtors'
information) contributed, mainly, by its members. This data is
further complimented with public information on ROC and
Litigation from reputable external sources.

Confidentiality and Security of
Information D&B
Singapore is obligated to non-disclosure of its sources and
abides by a strict code of compliance, which serves to protect
its members' contribution.
The Bureau shall ensure that all
necessary precautions are taken to ensure that all Information
received or collected by the Bureau is:
• Properly and
accurately recorded, maintained, collated, synthesized and/or
processed; •
Protected against loss; • Protected against
unauthorized access, use, modification or disclosure;

Bureau (Contributor) and what is the size? Our current SME Credit Bureau
(Contributor) members comprise of both MNCs and SMEs that are
extending trade credit terms to a sizeable local customer
base. We are in an on-going process of converting our existing
subscribers to be members of the SME Credit Bureau
(Contributor) as well as acquiring new members of SME Credit
Bureau (Contributor) .

What are the value-added services?
Payment Index (PI) • A computer-generated
index that provides a quick assessment on the payment behavior
of the subject company.
New Credit
Risk Index (NCRI) • Computed using
D&B's expertise and advanced statistical techniques and
calculated based on up-to-date company information. Provides a
quick assessment of a business risk standing based on observed
business failure of companies in Singapore.
Industry Risk Indicator • An indicator showing
the industrial average, in terms of NCRI, of companies across
different industries in the Singapore
context.

development, we are now working towards bringing more value to
our members to further assist them in their evaluation

What are the benefits to me as a member
of the SME Credit Bureau (Contributor)? As a Lender , having access to payment
behavior of commercial entities allows you to make more
objective and consistent lending decisions. This process will
lead to lower cost of lending. Armed with the resources to
determine good paymasters from bad paymasters, lenders will be
able to manage their credit risk more effectively, thereby
lowering the cost of incurring arrears.
As a Borrower , you are able to
review and correct your own credit worthiness through self
evaluation.

How accurate and correct is the
information/data in the SME Credit Bureau
(Contributor)? A Data
Integrity Centre is specially set up to ensure the accuracy
and reliability of data collated and disseminated from the
bureau. In addition, members have to abide by the compliance
guidelines with respect to the information contributed into
the bureau.

To qualify as a member of

information will be required.

based on reciprocity. Non-contributing members will not have
